Rejection of Applications

Applications that do not meet the formal requirements of the call may be rejected. The applicant is responsible for ensuring that the application is complete and complies with all formal and formatting requirements.

Below are some common reasons why applications are rejected:

Application not submitted before the deadline and incomplete applications

The system database closes automatically at the deadline. Applications cannot be changed or submitted afterwards. This also applies to attachments, which cannot be submitted by email or by any other method after the deadline. Any application submitted outwith eSøknad or after the application deadline has passed will be rejected, and attachments sent via email will not be considered.

Applications which are missing mandatory attachments, or where the attachments do not meet the specified requirements, will not be considered. See the guidelines for the relevant category for information on mandatory attachments.

Identical Project Descriptions

It is not permitted to submit identical project descriptions (research protocols) in multiple application categories, for example both for a PhD fellowship and for open project support. Each application must reflect the specific requirements of the category, cf. guidelines and project description template.

If multiple applications contain identical protocols, all applications will be rejected.

Multiple Applications in the Same Category

Applicants may submit only one application per category.
If a project manager submits multiple applications in the same category, all applications will be rejected.

User Involvement

Information about user involvement is required. This applies even if it is not relevant to the current project. In such cases, a justification must be provided explaining why user involvement is not applicable. If the project description does not include information about user involvement in the project, the application will be rejected.

Agreement of support form​​​

If the applicant is not employed in at least a 20% position at a health trust/private non-profit institution in accordance with the relevant category, and no valid/up-to-date agreement of support is attached, the application will be rejected.

Errors in the agreement

  1. The correct version of the affiliation agreement has not been used. A new template is prepared for each call and can be downloaded from the Helse Vest website.
  2. The agreement does not include the date of signature and/or valid signatures. The agreement must be signed for the current application round, and according to the institution’s authorization structure, at minimum at the level of clinic director, head of department, or equivalent.

Affiliation Agreement for PhD Fellowships

If neither the candidate, main supervisor, nor project manager is employed in at least a 20 % position at the approved applicant institution, and no valid affiliation agreement is attached, the application will be rejected. See guidelines for eligibility and for PhD fellowships.

Budget

If the budget does not comply with the requirements of the relevant category, for example by including costs that are not eligible for funding by Helse Vest, the application may be rejected.

Specific to PhD Fellowships

If the candidate has not completed a master’s degree (or equivalent, such as a medical or other professional degree qualifying for PhD admission) at the time of application, the application will be rejected.

Diploma and transcript of grades from the master’s degree must be included in the application and are part of the evaluation. The candidate must therefore have completed the degree and received documentation before submitting their application.

If the candidate has an education from Norway or abroad that clearly does not meet the admission requirements for the PhD programmes at the degree awarding institutions in the region, the application will be rejected.

Specific to Research Fellowships

A research fellowship will not be awarded if the candidate will not have completed their PhD before the start of the position/project (no later than 1 July in the first year of funding).

If the PhD has not been completed with a public defence at the time of application, a supervisor statement must be included indicating the candidate’s progress and the planned date of submission/defence.
If this is missing, the application will be rejected.

Specific to Open Project support

If the applicant (project manager) has not completed a PhD, the application will be rejected.
The applicant is subject to quarantine rules and is not eligible to apply for Helse Vest research funding this year, the application will be rejected.

Management Endorsement

Applications that are not endorsed by a manager in eSøknad within three weeks after the deadline will not be processed by the review committee and will be rejected.
